At present, students studying in China are gradually realizing the convergence of teaching, management and service of Chinese and foreign students, and a preliminary management and service system for international students in China has been established. The Quality Standards of Higher Education for International Students (Trial Implementation) issued by the Ministry of Education in 2018 proposed to gradually achieve the convergence of teaching management for Chinese and foreign students. To implement the management concept of convergence, colleges and universities should establish training quality standards for international students at different levels, strengthen the supervision of education quality for international students, improve the education quality assurance system for overseas students in China, and achieve the convergence of education quality for Chinese and foreign students.

Several Opinions on the Opening Up of Education in the New Era, issued in 2016, proposed for the first time to build a socialized and specialized service system for studying in China. Colleges and universities have gradually established a whole-chain management system for international students, providing consultation, guidance and agency services for international students in various aspects, including professional selection, work-study, housing services, employment and entrepreneurship, medical care and legal aid, and building and improving a policy system for social services and security for international students.

Under the background of the strategy of strengthening China with talents in the new era, international students should be viewed from the perspective of human resources and regarded as an indispensable force to accelerate the modernization of education. We will explore policies on the employment and entrepreneurship of international students in China, deepen the reform of the employment management system and mechanism for foreign students, promote the employment policies of international students by classification, improve the mechanism for high-level international students to apply for the conversion from employment residence to permanent residence, comprehensively improve the retention rate of outstanding international students in China, and give full play to the functions of "gathering talents" and "employing talents" in the education of studying in China.

Article 69 of the Legal Aid Law of the People's Republic of China stipulates that: In providing legal aid to foreigners and stateless persons, where there are provisions in Chinese law, such provisions shall apply; Where there is no provision in Chinese law, the relevant provisions of this Law may be applied in accordance with international treaties concluded or acceded to by China, or in accordance with the principle of reciprocity.
According to this law, local legal aid departments can provide foreign parties with free legal aid if they meet the conditions for legal aid.
