At present, students studying in China are gradually realizing the convergence of teaching, management and service of Chinese and foreign students, and a preliminary management and service system for international students in China has been established. The Quality Standards of Higher Education for International Students (Trial Implementation) issued by the Ministry of Education in 2018 proposed to gradually achieve the convergence of teaching management for Chinese and foreign students. Several Opinions on the Opening Up of Education in the New Era, issued in 2016, proposed for the first time to build a socialized and specialized service system for studying in China. Article 69 of the Legal Aid Law of the People's Republic of China stipulates that: In providing legal aid to foreigners and stateless persons, where there are provisions in Chinese law, such provisions shall apply; Where there is no provision in Chinese law, the relevant provisions of this Law may be applied in accordance with international treaties concluded or acceded to by China, or in accordance with the principle of reciprocity.
